The hypothesis from which this research starts is represented by one of the biggest problems of the Cohesion Policy, namely the degree of difficulty related on demonstrating its efficiency results. From more than forty years of interventions, the contribution of Cohesion Policy reported to the economic development and growth is still constant and uncertain. For a long time under reform, it has both critics and supporters, that however agree (in the previous period of financing, the Framework Programme 7 (2007-2013), as well as for the current period, 2014-2020) on the necessity for modernization of this policy and its instruments, taking into account the weaknesses and the emergent challenges brought in the European economy and society. The present research proposes some dynamic analyses of the evolution and effects generated by the Cohesion Policy, of the trends and nature of change, as well as the main factors that have facilitated or restricted the policy reform over time.
