VIITORUL CAPITALISMULUI: LIBERALISM VS. ETATISM (ÎNCĂ DEPARTE DE VERDICT)

The essence of post-socialist transformation can be easily summarized: a large set of countries moved from socialism to capitalism. This shift itself is the strongest historical evidence of the superiority of capitalism over socialism. Nevertheless, it is our obligation to continue the impartial and unbiased comparison of the two systems. All the more so since we are living in difficult times.

In this paper we try to elucidate the proper manner to evaluate economic theories and systems within the present financial crisis context. The main lines of argumentation are as follows: appeals to facts cannot settle the liberalism/etatism debate; the deadlock has an important methodological/epistemological substratum, thus the debate is truly „fundamental”; the only way out is genuine theoretical debate.

The crisis shows a lack of coordination among entrepreneurial plans. The current crisis was possible due to the existing institutional framework introduced perverse incentives. They refer not only to specific State measures that have externalized the real cost of certain business activities, making them artificially profitable, but also to the monetary policy, itself a source of moral hazard.

There is frequent talk nowadays on the chances to use the “opportunity” that the present crisis has given to us, in order to, at least try to, reform the world economy. The current crisis seems to show us that it is of an imperious nature not only the need to reform the global regulatory and supervisory framework, but equally the need to reform the global monetary system anchored in the US dollar.

Despite the various accents observed in the traditional analyses on the roots of this kind of phenomena, we will argue that the causes of the present crisis, ignited inside our “modern” economies, are strongly related to the modern nature of money, the role of “fiat-currency” as exchange support for real transactions and the effect of central banks monetary policy on markets.

Romania has known in the last 20 years a deindustrialisation process (like other Eastern  European countries) firstly caused by a profound system crisis. And for the same 20 years, Romania seems like is running away from the idea of industrial policy. But there is nothing wrong with having an industrial policy. The EU has one, and is also promoting it through the Europe 2020 Strategy.

In this study we look at the macroeconomic factors that differentiated ten countries of Central and Eastern Europe with respect to their response to the global crisis of 2008-2010. More precisely, we want to find out why some countries experienced larger GDP declines than others in 2009. We find that previous short term indebtedness and private credit regulation played an important role.

Our research aims at analyzing de possibility of formulating a theory of firms’ network, as an organisational form. The research begins by presenting the concept of complex adaptive systems, next we continue with two complementary points of view regarding the business network; in the third part we analyse the coordinates along which a theory of firm’s network could be formulated.

The economic crisis of the 1970s and the so-called “Chicago revolution” of the 1980s was a great challenge to Samuelson’s anti-laissez faire legacy, but left its heavy reliance on mathematics and modelling intact. The “Great Recession” that began in 2008 may ultimately replenish Samuelson’s dirigiste outlook, but allow for a less mathematical, more pluralist methodology.

Approaching economic freedom from an institutional perspective provides realistic economic insights. This study emphasizes the correlation between extending economic freedom and real GDP per capita, human development, global competitiveness, and the diminution of corruption, by comparing the index of economic freedom against various statistical indicators of development.
