This paper analyses the clientelistic behaviour of governments and provides evidence that politically aligned localities are favoured by the centre in the allocation of public funds. It focuses on the case of Romania, an ex-communist, developing country, where this issue represents a controversial topic, being strongly criticized by the media, still never analysed in a rigorous scientific manner.

Using attendance figures and an independent variable consisting of a sports performance indicator, the paper tries to find out whether sporting performance has had any influence on attendances during the 2014/2015 season of the Romanian football championship (Liga 1). To sustain this goal, the research question asks if there is any statistical correlation between the two variables.
Keywords: sports economy, attendances, demand for sports, football

János Kornai consecrated as a “disequilibrium economist” (1971) at the dawn of an époque when “general equilibrium” had been the fictional, if not fantasist, analytical mainframe. Kornai’s “shortage economy” (1980), the state of nature of a socialist system, as its capitalist pair, the “surplus economy”, represent disequilibrium concepts emerging from system-specific attributes of these arrangements.
