Irrespective of their size, companies seem to be more efficient when they compete with one another, and more creative when they co-operate. This explains the birth of a “new” economic structure, the cluster, where similar or vertically-linked companies, universities, research labs and other private or public institutions geographically stick together. By clustering they get economies of scale, cut costs, make better use of resources, exchange information and experience, improve quality, innovation, skills, productivity. This paper shows why clusters can raise competitiveness and how they should be fostered by industrial policy interventions.
