The internal market for services, which are estimated to account for almost 70 per cent of the economic activity in the EU, is still rife with legal and administrative barriers to cross-border trade and investment. Fragmented markets hamper innovation and productivity growth, and threaten to undermine the competitiveness of European enterprises and the EU’s overall potential for growth. The following contribution highlights some of the issues involved in the Commission’s current attempt to liberalise services trade in the EU, and examines the challenges arising from the creation of a genuine single market in view of Romania’s accession.
