The literature devoted to economic development concerns itself in a growing de-gree with the role and importance of institutions. The main function of institu-tions is to shape the expectations of entrepreneurs so as to improve the coordina-tion of their interactions. Because expectations are inherently subjective, reaching the expected goal is essentially dependent on credibility. There are no standard recipes for covering credibility gaps. Devising strategies for the reinforcement of credibility requires the identification of problems, which trigger different re¬sponses, with a broad range of ways and means, of very eclectic composition.
