The human capital competitiveness is directly influenced by the educational attainment, life long accumulation and capitalization of knowledge and competences. Benchmarking the Romanian performances with the EU average is the main goal of the paper. Almost all rankings throw us at the EU periphery. The catching-up process cannot be taken for granted. We should focus on two different approaches. The first should focus on the quality of the education system through an efficient allocation of the higher resources. The second must be directly related to the elite that should lead the scientific and technological progress.
